Motion and second to allow up to $300,000 to be loaned to the Wahpeton CDC in the form of a zero interest, no term loan to enter into a purchase agreement for the acquisition of the five JCPenny buildings contingent on a lease agreement with JCPenny and WCDC. Motion and second to allow for criteria change to the RLF guildelines to allow for $250,000 to be used to complete improvements to the JCPenny buildings as per the bids and contingent upon JCPenny staying in Wahpeton and the CDC purchasing the building. Motion carried 7-0.
Motion and second to approve the twelve month rent abatement for JCPenny if they agree to keep their store in Wahpeton and the City of Wahpeton purchases those buildings. Motion carried 7-0.

North Dakota State College of Science will receive statements of Qualifications for Engineering Services for improvements to the central heat distribution system. The proposed work will include approximately 1,910 linear feet of direct burial steam and condensate piping. The estimated cost of the project is $1,670,000.
Services requested include design development, construction documents, bidding, administration of contract documents, and project management. It is intended that work will commence on or about May 14, 2007. The project is pending final legislative approval.

The Safe Drinking Water Act (SDWA) Amendments of 1996 authorized a DWSRF to assist public water systems in financing the costs of infrastructure improvements needed to achieve or maintain SDWA compliance.

An analysis of the environmental impacts of this proposal is presented in an Environmental Assessment (EA), which is available for public review and comment.
