    Pursuant to due call and notice thereof, a regular meeting of the Wahpeton City Council was duly held at City Hall on the 16th day of October 2006, beginning at 6:00 p.m.

    The following city members were present: President Mitskog; Lane Wateland, Glen Tollefson, Marty Schmidt, Tiana Bohn, Wayne Beyer, Bonnie MacIver, Darcie Huwe, Lisa Otterson, Jane Priebe, Randall Nelson, Scott Thorsteinson, Shawn Kessel.

    The following county members were present: Bryan Flaa, Jill Breuer, Harris Bailey, Tim Schulte, Dan Thompson, Todd Christie, Perry Miller, Tim Campbell, Warren Stokes and Don Holen. Others present: City Coordinator Assistant Burchill and Anna Jauhola (Daily News). President Mitskog called the meeting to order around 6:40pm.

    The Mooreton City Council met on Tues Oct 10th, 2006. Mayor Doug McKay called the meeting to order at 7:05 pm. Upon no further business the meeting adjourned at 8:15 pm.

    Central Heat Distribution System

    North Dakota State College of Science, Wahpeton, ND

    North Dakota State College of Science will receive statements of Qualifications for Engineering Services for improvements to the central heat distribution system. The proposed work will include approximately 1,910 linear feet of direct burial steam and condensate piping. The estimated cost of the project is $1,670,000.

    Services requested include design development, construction documents, bidding, administration of contract documents, and project management. It is intended that work will commence on or about May 14, 2007. The project is pending final legislative approval.

    Bismarck, ND - The North Dakota Army National Guard (NDARNG) and the National Guard Bureau are proposing the implementation of an Integrated Pest Management Plan (IPMP) for the North Dakota Army National Guard. Currently, the NDARNG are operating under an existing IPMP that needs to be revised.

    An analysis of the environmental impacts of this proposal is presented in an Environmental Assessment (EA), which is available for public review and comment. Copies may be reviewed at the North Dakota Army National Guard Environmental Office located at Fraine Barracks, 432 Fraine Barracks Road, Building 030, Bismarck North Dakota 58506 and at the Camp Grafton Training Center Environmental Office located at Camp Grafton, 4417 Highway 20, Camp Grafton Headquarters, Building 6400, Devils Lake North Dakota 58301 during normal business hours. The EA will be made available at the Bismarck Public Library, 515 North 5th Street, Bismarck North Dakota and the Carnegie Public Library, 623 4th Ave, Devils Lake North Dakota during each library’s respective normal hours of operation. The EA will be available from November 1, 2006 to December 1, 2006.

    Written public comments concerning this proposal are invited, and the NDARNG will accept public comments beginning on November 1, 2006 and ending on December 1, 2006.
