Schulte was honored at the 59th annual state Association of County Engineers convention held Jan. 28-30 in Fargo.
"I was at a loss for words. But I did remember to thank Harlan Bladow, our highway superintendent, and Lowell Bladow, our bridge [foreman]," Schulte said. "Without those guys I'd be spending so much time on day to day activities."

With the assistance of his staff, Schulte was able to focus on three large road construction projects in 2008. Construction took place on the road leading to the VeraSun ethanol plant in Hankinson, the west portion of Richland Road No. 8 and the Barrie Township bridge project.
Damon DeVillers of Interstate Engineering in Wahpeton worked on around six projects with Schulte in 2008, including the three larger projects listed above, and clearly understands Schulte's work ethic.
"He is very intelligent," DeVillers said. "He is one who listens to both sides, reviews through the data and decides what he wants to do from there."
Receiving the Engineer of the Year award, Schulte said, is a testament to how the entire department runs. Schulte, supporting his ill spouse, was absent from the office for a period of time. He was pleased to report to his counterparts at the convention, that his wife, Jacquie, is now feeling well.
Schulte expects 2009 to be another busy year with the surfacing and overlay taking place on Richland Road No. 3 and grading east portion of Richland Road No. 8.
