Jose Collado and Quality One Wireless LLC, based in Orlando, Fla., are accused in a scheme to bill the city of Devils Lake for computers and other equipment never used there. The company operated in Devils Lake for about a year, starting in January 2007.
Collado earlier had pleaded not guilty to felony theft. Ramsey County State’s Attorney Lonnie Olson says a tentative plea deal would have Collado plead guilty to a misdemeanor charge of making false statements.

Court documents allege that Quality One and Collado moved more than $150,000 worth of equipment to Florida while billing Devils Lake. They also are accused of ordering more than $12,000 of computer equipment, canceling the order and then billing the city for the full amount.
