Rotarians celebrate fall, support parks and recreation Accordian player Harold Anderson of Fargo entertained the first round of Octoberfest goers Saturday at Hughes Shelter in Chahinkapa Park. The shelter opened up at 4:30 p.m. for the special event, from which all proceeds go to Wahpeton Parks and Recreation for the Airport Park south of 11th Avenue South. Participants had access to a buffet and flights of beer from Summit, a St. Paul, Minn., brewery.
