The North Dakota Public Employees Retirement System is seeking a proposal to solicit services to provide actuarial and consulting assistance for the uniform group insurance program. Copies of the Request for Proposal (RFP) may be obtained from the NDPERS website at:

ON THE PROPOSED ISSUANCE OF MUNICIPAL
INDUSTRIAL DEVELOPMENT REVENUE BONDS
UNDER THE MUNICIPAL INDUSTRIAL DEVELOPMENT ACT OF 1955
(MINN-DAK FARMERS COOPERATIVE PROJECT)
NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Richland County, North Dakota, will meet on December 7, 2009, at 9:45 a.m., in the Commission Room of the Richland County Courthouse, Wahpeton, North Dakota, for the purpose of holding a public hearing on a proposal that the County issue revenue bonds under the Municipal Industrial Development Act of 1955, North Dakota Century Code, Chapter 40-57, in order to refund certain prior bond issues and finance the cost of a project.
A portion of the proposed bonds will be used to refund the following outstanding bonds previously issued by the County: (i) Solid Waste Disposal Revenue Bonds (Minn-Dak Farmers Cooperative Project), Series 1996A in the original principal amount of $11,000,000; (ii) Industrial Development Revenue Bonds (Minn-Dak Farmers Cooperative Project), Series 1996B in the original principal amount of $1,000,000; and (iii) Solid Waste Disposal Revenue Bonds (Minn-Dak Farmers Cooperative Project), Series 2002 in the original principal amount of $14,000,000 (collectively, the ìPrior Bondsî). Proceeds of the Prior Bonds were used to finance the construction, acquisition and installation of buildings and equipment used for the collection, treatment, processing and disposal of solid waste produced in connection with sugar beet processing and functionally related facilities (the ìExisting Facilitiesî).
A portion of the proposed bonds will be used for the construction, acquisition and installation of buildings and equipment to be used in connection with sugar beet processing and functionally related facilities (the ìProjectî). The amount of the proposed refunding bond issue will not exceed $13,500,000 and the amount of the proposed Project bond issue will not exceed $7,000,000. The Existing Facilities are, and the Project will be, owned and operated by Minn-Dak Farmers Cooperative, a North Dakota cooperative association (the ìCompanyî), and is or will be located at 7525 Red River Road, Wahpeton, North Dakota.
The bonds to be issued by the County to refund the Prior Bonds and to finance the Project shall be limited obligations of the County payable solely from the revenue pledged to the payment thereof. No holder of any such bonds shall ever have the right to compel any exercise of the taxing power of the County to pay such bonds, or the interest thereon, nor to enforce payment against any property of the County except money payable by the Company and pledged to the payment of the Bonds.
The Company is engaged in the business of processing sugar beets, and competitors are hereby notified of that fact pursuant to Chapter 40-57, North Dakota Century Code. All persons interested may appear and be heard at the time and place set forth above for the public hearing, or may submit their views in writing before the time specified for such public hearing.

NOTICE IS HEREBY GIVEN that the North Dakota Housing Finance Agency (the "Agency"), will conduct or cause to be conducted a public hearing on December 7, 2009, at 10:00 AM (CST), in the office of the North Dakota Housing Finance Agency located at 2624 Vermont Avenue in Bismarck, North Dakota 58502 on the proposed Qualified Allocation Plan, which sets forth the procedures and criteria which the Agency is to use in allocating low income housing tax credits which are made available to owners and developers of rental housing pursuant to Section 42 of the Internal Revenue Code.
The general public is invited to present either written or oral comments at the hearing regarding the Agency’s proposed Qualified Allocation Plan. Persons who do not attend the hearing may submit written comments to the address mentioned above by 5:00 PM (CST) on December 3, 2009.
