On Monday, the mayor attended a discussion in Fargo that drew U.S. Sen. Byron Dorgan, D-N.D., and N.D. Gov. John Hoeven, among others, to hear ideas on a Minnesota-side and North Dakota-side diversion.
Size and cost share were a few of the major hurdles mentioned, including the amount of cubic-feet-per-second the diversion should carry, said Barth.

Barth reflected back to his own involvement in designing the diversion in Breckenridge, recalling how the construction costs soared from $23 million to $29 million.
"They're talking over a billion dollars (for North Dakota or Minnesota), you can about imagine how the costs are going to go up," he said.
The affect on residents downstream is always something to be considered, too. Although it was his first concern when talks of a diversion surfaced here, Barth said the Corps of Engineers guaranteed that it had minimal impact on the Fargo-Moorhead area.
The city of Breckenridge continues to push for progress on flood construction. Bids open today for a project covering the south side of the Otter Tail River.
"Hopefully, we can get construction started this spring and this summer get some work done," said Barth. "So pray for some not-so-wet weather."
