Breckenridge levy up 16 percent from 2009

A proposed 2011 levy for the city of Breckenridge shows a 16 percent increase from last year, according to finance committee members Thursday.

The Breckenridge finance committee proposed $880,025 to be payable for next year. Estimates on how this will affect residents are not available yet.

The figure includes $148,613 in unallotted government aid and special levies for law enforcement and the fire department. Members say the levy is at its maximum and can always be lowered by December.

"We've got to have the room for when we go into negotiations," said Matt Kammerer, member.

Next week, the committee will hold a discussion with the city's two unions. The committee is also waiting for more health insurance information -the city wants to pay a flat monthly rate rather than continue the current arrangement, which requires it to absorb annual increases while employees pay 20 percent.

The committee also set its 2011 budget at $2.4 million, which shows an excess of $314,000.

"That's because we levied for the unallotment last year and raised our frozen levy and ended up over because we had no idea what was going to happen this year," said Mayor Cliff Barth.

The city has already received its first half of government aid and should receive its second allotment by the end of December, which would balance the city out for 2010, said Barth. Nearly half the city's budget is dependent on this kind of aid.

The committee will recommend the budget and levy resolutions at the next city council meeting Sept. 7.
