The ordinance takes effect Oct. 15. Violators could get a $15 ticket, though City Council members supporting the law say they just want police to be able to stop drivers and educate them about the dangers of the practice.
The Grand Forks Herald says the ordinance bars people from sending text messages, e-mailing and accessing the Internet from behind the wheel. There are exceptions for emergency responders, people reporting emergencies, and those using satellite devices and handsfree phones.
